Prof Emre İşeri  co-authored a chapter with Dr Tuğçe Uygurtürk-Gazel entitled “Energy Governance in Turkey, in the Handbook of Energy Governance in Europe, Springer, 28 April 2021.

 

Energy governance has been widely prescribed to address the energy trilemma (i.e., energy security, energy equity, and environmental sustainability) at global, regional, and national levels. This is a particularly daunting task for those net energy importer developing countries with growing energy consumption levels to fuel their growth. Drawing on primary documents and statistics along with the relevant academic literature and reports, the chapter scrutinizes energy governance in Turkey with a particular emphasis on the neoliberal developmentalist model of its carbon-intense economy with ambitious regional energy diplomacy (i.e., pipeline politics). Albeit its generous renewable energy resource endowment and renewable energy support mechanisms/initiatives, energy governance deficits with limited norm diffusion/policy transfer/convergence prospects from the EU slowdown energy transition of the country. The chapter concludes that the new normal of the post-COVID-19 provides a significant opportunity not only for the revitalization of its economy based on the renewable energy sector and energy-efficient technologies but also harnesses the energy transition of Turkey towards a green economy.

Εxecutive summary

This paper aims to bridge the gap between the pausing of the Turkish European integration process and the gradual inflection of Ankara’s foreign policy to the Middle Eastern region through the prism of ontological security theory. The objectives are threefold: first, to present and illustrate ontological security theory as applied to state entities; second, to examine the Turkish European integration process through the tenets of the Kemalist foundational identity narrative; and third, to focus on the build-up and identity redefinition in the 2000s and 2010s in order to better comprehend the emphasis shift from the European Union to the Middle East.

The Istituto Affari Internazionali (IAI) ​published a series of papers and held various events under the topic ​“Fostering a New Security Architecture in the Middle East​”​

The Istituto Affari Internazionali (IAI) ​published in the last months a series of papers and held various events under the topic ​“Fostering a New Security Architecture in the Middle East​”​.

Details:

The Middle East has experienced growing tensions as a result of competing geopolitical agendas and reciprocal meddling in the internal affairs of states. These dynamics are being reinforced by international trends, creating a vicious cycle of accusatory rhetoric, threats and proxy violence that risk descending into a full-fledged military conflict, the implications of which would extend well beyond the Middle East itself and have dire international repercussions for Europe and the international system at large. The project aims to disentangle these geopolitical dynamics and tensions by researching the necessary steps to contribute to the establishment of a new security architecture in the Middle East on the basis of de-escalation, dialogue, confidence-building measures and cooperation. The project will map actors involved in the geopolitics of the region from the standpoint of key regional and extra-regional states, assessing their respective understandings of ‘security’ and ‘stability’ in the region and producing detailed research into the threat perceptions, priorities and interests of these respective actors. State actors addressed by the project include: United States, Russia, China, Turkey, Israel, Saudi Arabia, the United Arab Emirates, Iran and the European Union.

Launched in January 2020 and running through June 2020, the project is jointly implemented by IAI and the Foundation for European Progressive Studies (FEPS) in Brussels, with the support of the Italian Ministry of Foreign Affairs and International Cooperation (MAECI) and the Compagnia di San Paolo of Turin. Outputs will include a 10-chapter edited volume, an online expert survey and a final dissemination conference tentatively scheduled for late June 2020 in Rome.
